[World Article] Naval Vessel Sinks Outside Visakhapatnam Harbour, One Dead, Four Missing

23 others on board were rescued by the Search and Rescue (SAR) ships dispatched to the area. Ships, aircraft with night vision facilities are also involved in search and rescue operations.

The vessel was on a routine mission to recover practice torpedoes fired by fleet ships during a routine exercise. It started sinking after there was flooding in one of its compartments, said a statement by the Navy.

The Torpedo Recovery Vessel or TRV is an auxiliary vessel which is used to recover practice torpedoes fired by fleet ships and submarines. The ship is 23 meters long and 6.5 meters at the beam. This particular ship was built by Goa Shipyard Limited in 1983, the statement by the Navy said.

The accident is one of the many that the Navy has witnessed over the last year.

Navy chief Admiral R K Dhowan took over as the Chief of the Naval Staff on April 17 this year, after his predecessor DK Joshi quit following a series of accidents.

Admiral Joshi's resignation came immediately after a fire on the INS Sindhuratna, which left two sailors dead.

On October 31, INS Kora suffered minor damage after it was scraped by a merchant vessel near Visakhapatnam.

The first example of the ILSV has already undertaken initial company road and cross-country trials and the company hopes it will be evaluated by the Indonesia Army in the future.

The ILSV features a combined welded tube and square steel chassis, to which is fitted a steel support structure. This in turn is fitted with aluminum panels to save weight.

The layout of the ILSV is conventional, with the powerpack at the front; to the rear of this are the commander and driver, with another two individual seats to their immediate rear.

The version being shown here at Indo Defence is in the four-door configuration. The load area at the rear is provided with an access door and the complete vehicle is fitted with a soft-cover top and air-conditioning system.

An important feature of the ILSV is its modular design, which enables it to be configured for a wide range of missions. For a higher level of crew survivability, the vehicle can be fitted with modular armoured panels in partnership with Honeywell. These are of aramid and ceramic laminate design, with situational awareness using armour glass panels.

The powerpack consists of a turbocharged and intercooled diesel developing 175hp, coupled to an automatic transmission, which gives a maximum speed of 120km/h with permanent all-wheel drive. Standard equipment includes a winch with a capacity of 4.5 tonnes, an anti-lock braking system, powered steering, double wishbone suspension with coil springs on the front and rigid axle, and leaf spring suspension at the rear.

The bomb comprises a standard warhead fitted with a range extension kit with pop-out wings, a new tail section with control fins, GPS and inertial guidance systems, and an interchangeable nose section. Nose options are a ballast nose for basic GPS/inertial guidance, or infrared or TV seekers.

The 125kg weapon can be launched from 20,000ft at speeds from 160kts to 500kts, with a maximum range of approximately 20km. Initial drop trials are scheduled to begin next year.

Duta Besar Amerika Serikat untuk Indonesia Robert O. Blake menyambangi pameran alat-alat utama sistem pertahanan (alutsista) di Jakarta International Expo Kemayoran, Jakarta, hari ini, Jumat (7/11).

Setibanya di area pameran pada pukul 15.15 WIB, Blake langsung berkeliling, melihat-lihat berbagai peralatan tempur yang diproduksi Amerika. Salah satunya mesin turbo milik perusahaan Honeywell.

Blake menuturkan rasa bangganya atas hubungan kerja sama militer antara Indonesia dan Amerika. Menurutnya, perusahaan alutsista asal Negeri Paman Sam sangat ingin bekerja sama dengan pemerintah dalam menjual bermacam peralatan tempur. Dia senang mendengar kabar anggaran dana untuk pertahanan akan ditingkatkan hingga 1,5 persen dari total APBN.

"Selamat datang di indodefense. Saya senang dengan adanya pameran ini. Kita (Amerika Serikat) di sini ada 19 perusahaan yang terbaik yang ikut bergabung dalam IndoDefense ini. Ada Boieng dan masih banyak lagi," kata Blake setelah berkeliling.

Blake juga mengatakan sangat mendukung upaya Presiden Jokowi dan Menteri Indroyono Soesilo meningkatkan akses pertahanan bidang maritim di Indonesia. Dia berjanji perusahaan AS akan siap menyuplai kebutuhan tersebut.

"(Pameran IndoDefense) akan membuka kemungkinan bagi kita (Indonesia-Amerika) untuk memperluas kerjasama di area maritim," ujarnya.

Blake mengungkapkan jika Indonesia semakin berpengaruh dan berkembang di seluruh dunia. Hal ini bisa menjadikan Indonesia mitra yang kuat bagi Amerika. Dia mengatakan industri pertahanan menjadi salah satu sarana menjalin hubungan yang baik kedua negara.[ard]

Kerja sama antara Indonesia dengan luar negeri di bidang pertahanan terus berkembang. Selain ditanda tanganinya MoU antara PT Dirgantara Indonesia dengan Honeywell, Indonesia kembali meneken MoU Government to Government dengan Turki.

Indonesia diwakili oleh Pindad sedangkan Turki oleh FNSS. MoU ini terkait pembuatan dan pengembangan medium tank di Indonesia.

MoU ini ditandatangani oleh Ses Ditjen Potensi Pertahanan Kementerian Pertahanan Brigjen TNI Santoso dengan Head of International Cooperation Departement of SSM Ministry of Defence Turkey Abdullah Erol Aidin.

"Penandatanganan MoU dengan Turki ini dalam konteks pembuatan dan pengembangan medium tank. Kemudian tadi juga sudah melaporkan dari masing-masing negara,” ujar Dirjen Pothan Kemhan Timbul Siahaan di JIExpo, Jakarta, Jumat (7/11).

Tak hanya itu, kerjasama pun telah dimulai dengan PT LEN utnuk pengembangan alat komunikasi perbatasan untuk menjaga seluruh wilayah perbatasan NKRI.

Lebih lanjut, kata Timbul, pada dasarnya MoU ini adalah pengembangan dari basic design yang telah dimiliki oleh Pindad. Oleh sebab itu, langkah selanjutnya yang mereka ambil adalah melakukan kerja sama seperti ToT yang mampu mendorong kemandirian dari Pindad untuk dapat memenuhi kebutuhan Indonesia.

Bentuk kerja sama ini pun akan dilakukan selama tiga tahun kedepan yang diawali dengan dua prototype medium tank. Medium tank ini akan disesuaikan dengan kondisi lapangan di Indonesia seperti yang mampu berada di rawa dan laut. Beratnya sendiri sekitar 20-40 ton, dan di lengkapi dengan canon berkaliber 90-105 mm.

"Spesifikasinya sendiri kami belum bisa menjelaskan lebih lanjut, yang pasti kami akan bentuk seperti apa yang TNI inginkan," ujar Nail Kurt, CEO FNSS.(pit)

Jokowi Akui Kapal Patroli Masih Sangat Kurang

Karena itu, pemerintah akan menambah kapal patroli untuk menjaga keamanan di jalur laut.

Hal itu disampaikannya saat meninjau pameran "Indo Defence 2014 Expo & Forum". Akan tetapi, mantan Gubernur DKI Jakarta ini tidak merinci jumlah atau waktu pengadaannya.

"Ya kita harus ngerti, kapal patroli kita kurang. Sangat kurang oleh sebab itulah yang kita tambah," kata Jokowi di Kemayoran, Jakarta, Jumat (7/11/2014).

Dalam kesempatan itu, Jokowi mengatakan, jika pertumbuhan ekonomi signifikan maka alat pertahanan Indonesia bisa ditambah. Oleh sebab itu, pertumbuhan ekonomi harus didorong lebih baik lagi.

Pasalnya, jika pertumbuhan ekonomi bagus maka penerimaan negara akan bertambah. Sehingga, anggaran pertahanan bisa ditambah berkali lipat.

"Itu kan sudah berkali-kali saya sampaikan kalau pertumbuhan ekonomi kita bertumbuh di atas tujuh, anggaran pertahanan kita bisa tiga kali lipat daripada yang sekarang," tegasnya.(kri)

Pemerintah akan menyempurnakan pemberian sanksi bagi pesawat asing yang melakukan pelanggaran batas wilayah udara Negara Kesatuan Republik Indonesia (NKRI).

"Kita akan kumpul dulu, bicarakan dulu. Kalau sudah sepakat baru kita sampaikan ke presiden. Kita berlakukan, kita sampaikan ke negeri tetangga kalau pelanggaran seperti itu dendanya segini," kata Menteri Pertahanan (Menhan) Ryamizard Ryacudu saat mendampingi Presiden Joko Widodo meninjau Pameran Industri Pertahanan Indo Defence Expo dan Forum, di JIExpo Kemayoran, Jakarta, Jumat.

Menurut dia, Presiden Jokowi sudah meminta agar wilayah Indonesia diamankan, termasuk pengamanan alur laut kepulauan Indonesia (ALKI).

"Jadi istilahnya, sebuah rumah maka pintu-pintunya harus diamankan," katanya.

Sebelumnya, Panglima TNI Jenderal TNI Moeldoko menegaskan sanksi hukum yang diberikan kepada pesawat-pesawat asing yang melanggar wilayah udara Indonesia tak sebanding dengan biaya yang dikeluarkan negara untuk mengerahkan pesawat tempur milik TNI Angkatan Udara.

"Setidaknya butuh dana sebesar Rp 400 juta untuk pesawat Sukhoi agar bisa terbang selama satu jam. Kemudian setelah berhasil dipaksa mendarat, pesawat-pesawat asing tersebut hanya diharuskan membayar denda sebesar Rp 60 juta," kata Panglima TNI saat mengunjungi pameran Indo Defence Expo 2014, di JIExpo Kemayoran, Jakarta, Kamis.

Ia menilai sanksi yang diberikan tak memberikan efek jera. Oleh karena itu, pihaknya meminta agar pemerintah segera melakukan perubahan UU No 1 tahun 2009 soal penerbangan. Bahkan dirinya berharap TNI bisa diberi kewenangan dalam hal penindakan.

"Undang-undangnya harus diperbaiki. Kalau untuk penegakan, biar diserahkan ke TNI. Kami akan tindak tegas itu," kata Moeldoko.

Tidak hanya itu, Moeldoko juga menyarankan setiap pelaku pelanggar wilayah udara Indonesia bisa dihukum lebih berat. "Ya dimasukkan penjara. Itu harus," tutur Moeldoko.

Oleh karena itu, Panglima TNI mengaku siap bertemu dan menyampaikan usulannya terkait perubahan undang-undang itu ke komisi I DPR.

"Begitu saya ada kesempatan, akan saya sampaikan. Ini sangat penting untuk jadi atensi besar," ujar mantan Pangdam Siliwangi tersebut.

TNI Angkatan Udara menginginkan untuk memiliki kewenangan menyidik karena saat ini TNI AU hanya berwenang melakukan penyergapan atau intersepsi terhadap pesawat asing yang masuk tanpa izin.

"TNI AU kalau bisa dijadikan sebagai penyidik. Karena yang mengerti apa yang dikeluarkan negara dalam menggerakkan pesawat tempur adalah TNI AU. Jadi, nanti akan terakumulasi secara hukum yang benar," kata Kepala Staf TNI Angkatan Udara (KSAU) Marsekal TNI Ida Bagus Putu Dunia, di sela-sela kunjungan salah satu stand Pameran Industri Pertahanan Indo Defence Expo dan Forum 2014, di JIExpo Kemayoran, Jakarta, Rabu (5/11).

TNI AU mempermasalahkan banyaknya biaya negara yang harus dikeluarkan setiap kali melakukan penyergapan pesawat asing. Untuk menggerakkan pesawat tempur Sukhoi saja minimal Rp 400 juta dalam satu jam terbang. Sementara denda yang diberikan hanya Rp 60 juta.

"Sehingga sangat rugi bagi TNI AU untuk biaya operasi Sukhoi yang besar," kata KSAU.

Dikatakannya, berdasarkan UU Nomor 34 Tahun 2004 tentang TNI, TNI AU berwenang untuk menyidik terkait pertahanan udara. "TNI AU juga bertugas melaksanakan penegakan hukum. Jadi, berdasarkan UU, tugas penegakan hukum adalah TNI AU," katanya.

Kewenangan penyidikan saat ini ada di Kementerian Perhubungan. Sedangkan TNI AU melalui Komando Pertahanan Udara Nasional (Kohanudnas) hanya berwenang menangkap pesawat yang melintah wilayah udara Indonesia.

Pesawat jenis Gulfstream IV dengan Nomor HZ-103 berangkat dari Singapura menuju Darwin Australia sebelum menuju tujuan akhir Brisbane tersebut sempat mencoba melarikan diri.

Dengan cepat dua pesawat Sukhoi Su-30 MK2 dengan call sign Thunder Flight disiapkan dengan bahan bakar penuh dan amunisi lengkap, termasuk rudal udara ke udara canggih R-73 Archer untuk menyergap sasaran.

Thunder Flight terdiri dari 2 Su-30 yang dipiloti Letkol Pnb Vincent/Mayor Pnb Wanda dan Letkol Pnb Tamboto/ Mayor Pnb Ali dalam waktu singkat melaksanakan Scramble dan Take Off tepat saat pesawat asing melintas meninggalkan wilayah udara Kalimantan menuju selatan Makasar.

Pesawat Gulfstream yang terbang tinggi pada ketinggian 41 ribu kaki nampaknya mengetahui jika dikejar dan meningkatkan kecepatan semula dari kecepatan jelajah 0.74 Mach (700 kmpj) menjadi 0.85 Mach (920 kmpj). Namun, Sukhoi mengejar dengan kecepatan suara yaitu antara 1.3--1.55 Mach (1400- 1700 kmpj).

Thunder Flight melaksanakan pengejaran sampai melewati Eltari, Kupang dan berhasil mendekati pesawat tersebut dan dapat melaksanakan komunikasi dengan radio di sekitar 85 Nm atau 150 km dari Kupang serta sudah mendekati perbatasan wilayah udara Timor Leste.

Crew pesawat Gulfstream IV cukup komunikatif saat diperintahkan oleh Thunder Flight untuk berbelok ke kanan menuju Lanud Eltari Kupang. Akhirnya pukul 13.25 WIT pesawat Gulfstream IV yang diketahui dari Saudi Arabia tersebut landing di Lanud Eltari menyusul pada pukul 13.32 WIT kedua pesawat Su-30 MK2 juga landing di Lanud Eltari.

Pesawat dipaksa mendarat karena awaknya harus diperiksa oleh personel TNI AU, karena masuk wilayah udara Indonesia tanpa izin lengkap berupa dokumen Flight Clearance untuk memasuki wilayah kedaulatan Indonesia.

Local company Sentra Surya Ekajaya (SSE) has confirmed to the Indo Defence Show Daily that its P2 Commando reconnaissance/command and control vehicle and P2 armoured personnel carrier (APC) have completed their trials and are now in quantity production.

P2 Commando (4x4) is the smaller of the two, with a gross vehicle weight of 4.5 tonnes. It is powered by a four-cylinder turbocharged diesel developing 130hp, coupled to a manual five-speed transmission. This gives the vehicle a maximum road speed of 100km/h, with an operating range up to 500km on a fuel tank of 100 litres.

Ballistic protection is to STANAG 4569 level 1 standard, which is 7.62 x 51mm NATO standard ball attack; the windows provide the same level of ballistic protection. In addition to the commander and driver there are two seats to the rear.

In many respects, the P2 Commando is very similar to the French Panhard Defense VBL (4x4) scout car, but because it has more internal volume, it can undertake a wider range of battlefield missions.

The larger P2 APC is also of the 4x4 type and has an all-welded monocoque hull, providing the same level of protection as the P2 Commando. It also has a protected engine compartment at the front and the crew compartment extending to the rear. The commander is seated to the rear of the engine compartment and each is provided with a side door.

The troop compartment is slightly higher to the rear of the commander’s and driver’s position to provide greater internal volume. The eight dismounts are seated in the rear and can rapidly enter and leave via the rear door. They are seated four down either side, facing inwards on special seats that are not attached to the floor.

The gross vehicle weight of the P2 Commando APC is being quoted as 8,500kg and the vehicle is powered by a Renault four-cylinder turbocharged diesel developing 215hp, coupled to an Allison automatic transmission.

Both vehicles feature full air conditioning – considered to be essential in the high ambient temperatures encountered in Asia – as well as coil spring suspension, front-mounted electric winch and banks of grenade launchers.

The vehicles being shown here at Indo Defence 2014 are fitted with a roof-mounted protected weapon station armed with a 7.62mm machine gun; other weapon stations can be fitted, such as remote weapon stations armed with similar or larger calibre weapons.

As well as the two P2 vehicles, SSE (Hall D, Stand 241) has also manufactured the P3 Ransus high-speed and high-mobility off-road vehicle and the P4 multipurpose vehicle, which is based on a truck chassis.

PT Pindad has initally successfully produced its series of assault rifles e.g. SS1 and SS2 with 5.56 mm caliber. This new prototype is a commitment of PT Pindad management to support both of its domestic end-users within Indonesian National Armed Forces as well as global customer demand.

The SSx is a 7.62x51 mm caliber gun, of which barrel measures 510 mm. It can be used with three firing modes: single shot, full automatic and safe modes. The SSx uses MU 2 Tj ammunition, allowing an effective range of 950m. The future Pindad's 7.62 mm assault rifle has optical sight and flip up sight, and can be used with a tripod.

Jokowi punya pesan khusus soal laut ini. “Tol laut dan alur perairan harus diamankan,” ujar Ryamizard. Tol laut bukanlah membangun jalan tol di atas laut, melainkan istilah bagi penyediaan sistem distribusi logistik menggunakan kapal besar yang menghubungkan pelabuhan-pelabuhan di jalur utama Nanggroe Aceh Darussalam, Jakarta, Surabaya, Nusa Tenggara, Maluku, sampai Papua.

Konsep tol laut membutuhkan pengembangan kapasitas pelabuhan kecil menjadi pelabuhan besar. Sementara distribusi barang dari pelabuhan utama akan dilakukan menggunakan kapal kecil, kereta api, dan transportasi darat.

Tol laut diharapkan dapat mempercepat pemerataan ekonomi Indonesia. Tol laut juga diharapkan bisa menjadi alternatif pengiriman barang melalui jalan darat yang kini semakin macet, sehingga biaya logistik lebih murah.

Terkait Indo Defence Expo yang ia hadiri, Jokowi mengutarakan kekagumannya kepada Ryamizard. “Dia bilang, kalau bisa kita buat ini semua (alutsista yang dipamerkan),” ujar Menhan menirukan ucapan Jokowi.

“Saya bilang, 'Bisa Pak Presiden. Kemauan ada, tinggal duitnya saja',” kata Ryamizard lagi.

Soal anggaran pertahanan, Jokowi menargetkan mendorong pertumbuhan ekonomi RI untuk meningkatkan anggaran pertahanan. “Kalau pertumbuhan ekonomi kita tumbuh di atas 7 persen, anggaran pertahanan kita bisa tiga kali lipat dari yang sekarang. Kalau tidak, ya dari mana anggarannya?” kata Jokowi.

Alat utama sistem senjata yang dibidik Jokowi saat ini, sesuai visi maritimnya, adalah kapal patroli. Menurut Jokowi, kapal patroli RI amat kurang dan perlu ditambah untuk mengawasi lalu-lintas berbagai jenis kapal yang setiap hari melewati perairan Indonesia.

At IndoDefence 2014, Rheinmetall is displaying the Group’s globally leading competence in air defence. Furthermore the Indonesian Air Force is displaying a fire control unit and an effector from the Skyshield air defence system. The Oerlikon Skyshield MOOTW/C-RAM system is Rheinmetall’s answer to the threat from rockets, artillery and mortar (RAM). It is specifically designed to defend high-value civilian or military assets from RAM attacks, whether in high-intensity combat scenarios or in “military operations other than war” (MOOTW). The system can also be used for protecting critical infrastructure or targets with a high symbolic value from terrorists and insurgents employing unorthodox tactics.

The Skyshield MOOTW/C-RAM system depends on Oerlikon Ahead airburst ammunition technology. Its Oerlikon Revolver Guns are available in various configurations and are suitable for multiple applications. They can operate in a conventional antiaircraft role or be used for protecting military and civilian assets from RAM threats, and are also highly effective in a naval context: known as the Oerlikon Millennium Gun, it is already in service with two navies.

Naval gun support hub deal

Indodefence 2014 http://www.janes.com/images/assets/489/45489/Naval-gun-support-hub-deal---Indo14-Day3.jpgBAE Systems Bofors (Hall A, Stand AP301) of Sweden and Banyuwangi based PT Lundin (Hall D, Stand 025) have signed an industrial cooperation agreement that paves the way for PT Lundin to establish a service and support hub in Indonesia for Bofors naval guns.

Signed during a ceremony at Indo Defence on 6 November, the accord also opens the way for PT Lundin to manufacture composite subsystems and components for Bofors guns, and potentially support new sales into Indonesia. The Indonesian Navy currently has an inventory of 79 guns supplied by Bofors. These include the 57mm Mk 1, the 57mm Mk 2 and a number of 40mm/L70 mountings.

The start point for the industrial agreement with PT Lundin is the establishment of a facility enabling PT Lundin to support the Indonesian Navy’s installed base of Bofors guns. Beyond this, opportunities are being explored whereby BAE Systems Bofors would leverage PT Lundin’s composite manufacture expertise for its products.

“We have visited PT Lundin’s facility in Banyuwangi and were very impressed by the capability in composite design and production,” said Lena Gillström, president of BAE Systems Bofors AB. “Our intention is to have components and subsystems made in composite to be delivered for our naval guns, with the cupola being the obvious example.”

Speaking at the signing ceremony John Lundin, managing director of PT Lundin, said: “This joint cooperation will enable us to service Bofors guns, make components for the global market and potentially also supply new guns to the navy.”

The Komodo is equipped with bulletproof body and has a defending capability through its 7.62 mm turret-mounted machine gun. Komodo has been deployed for Indonesian Army Special Forces (Kopassus) and Indonesian Police Special Forces (Brimob). PT Pindad has secured strategic partnership with foreign companies for a better armament system. The partnership has resulted satisfactory performance for the end-users.

The new Komodo Recon variant is a 4x4 light armored tactical vehicle based on the well-known Renault Trucks Defense's Sherpa chassis. Equipped with full automatic transmission and a Renault's 4-cylinder engine, which allows a power range of 230Hp, the Komodo has a max speed of 80km/h. Thanks to a fuel tank capacity of 165 liter, Komodo Recon's maximum range extends up to 450 km.

Komodo Recon armor consists in bullet proof steel and 38 mm bullet proof glass. The Recon variant weighs 7,500 kg and has a payload capacity of max 1,500 kg. It can carry up to 5 soldiers with complete equipment. Komodo Recon can be outfitted with a 7.62 mm or a 12.7 mm turret-mounted machine gun.

Pindad new recon vehicle has a length of 5.4 m, a width of 2.3 m and a hidth of 2.2 m. It can cross trenchs and fords of max 0.75m depth.

Indonesian Armed Forces have placed an order for 40 vehicles, which 8 has already been delivered. Indonesian Military also shown interest for a Komodo mobile artillery command post variant and has signed a new contract for 56 Komodo special platform vehicles, which will be delivered by 2015 and equipped with MBDA's Mistral surface-to-air missile platform.

The Indonesian Defence Company Pindad in collaboration with the Institute of Aeronautics and Space, Ministry of Research and Technology. Ministry of Defence presents local-made 122mm MLRS Multiple Launch Rocket System Rantis 6x6 with Rhan 122mm rockets at IndoDefence 2014.

The 6X6 Rantis is a jointly developed rocket launcher vehicle produced by state-owned arms manufacturer PT Pindad in collaboration with local industry and the MoD's research and development agency. In March 2014, Pindad has performed a test-fired with the new Rantis 6x6 Rhan 122mm MLRS.

The purpose of this rocket testing was to perform dynamic test of some rocket units toward some kind of launchers. The dynamic test was performed on 2 units of RHAn-122 toward Multi Launcher Rocket System (MLRS) which belong to Ministry of Defence, 3 units of RHan-122B toward Marine’s RM 70 GRAD barrel, and dynamic test 3 units of RX-2020 toward PT Pindad (Persero)’s Peluncur Roket Modular 861 (Modular Rocket Launcher) or PRM 861.

According to some Internet sources, Pindad expects to procure 500 R-Han 122 rockets by 2014. This surface-to-surface rocket has a maximum range of 23km.

The Rantis 6x6 is an Indonesian-made light truck motorized with a Mercedes Benz Engine. The body is designed and manufactured in Indonesia.

The Rantis 6x6 is fitted with a 24-round elevatable launcher mounted at the rear of the vehicle. The rocket tube arrangement is a single rectangular bank of four blocks each with 6 tubes. Before firing, two stabilisers are lowered to the ground; these are positioned one either side at the rear of the vehicle. The launch vehicle's cabin accommodates the launch preparation and firing equipment.
